Carillon Forest 2013 Annual Meeting

We have a quorum with 32 homes represented.
Board members in attendance are Gabriel Liberty, president, Nick Burton, vice president, Eric Ferreri, board secretary
Last year’s annual meeting minutes approved unanimously.
Budget – We have 163 homes now, fully built out. Dues are still $35 a month, no increase for next year.
Budget approved unanimously. Motion made by Kevin Byrne, Rob Fowler seconded.
* Neighborhood watch discussion: In order have an official neighborhood watch, endorsed by the Durham Police, who would provide us with 4 signs, we need block captains for every 10 homes. The names of those block captains would have to be submitted to the police.
Will Patton, a resident, said some neighbors along Keohane have already met with police on this. That area of the neighborhood is close to having enough block captains already.
We need to attend five meetings a year to get the proper signs. We will move forward with this.
Related: Robert Thorpe, a resident, became part of Durham Police’s Citizen Observer Patrol program. He spoke about how his organization is able to help out in patrolling neighborhoods, helping the infirm, monitor city parks, etc. It needs volunteers, and Robert distributed some literature.
* Amendments to our Architectural Review Committee
We have an ARC committee that follows guidelines originally written by DR Horton.
A motion is made by Michelle Yuan to amend the language of the covenants to allow consideration of above-ground swimming pools, swim spas, Jacuzzis, hot tubs, endless pools and other water features that have filtration systems on a case by case basis, subject to approval by the ARC.
Motion is seconded by Celeste Gardner.
Discussion – Several residents claim above-ground pools decrease property values because they don’t look good.
Jim Garman, a resident, notes that he doesn’t believe our neighborhood, with a small percentage of homes represented, can make a change to the covenants. A search of our bylaws reveals the HOA board and the ARC can make changes, but not the community at large.
So: Gabriel Liberty, HOA president, makes a friendly amendment to send the issue to the ARC to review. Michelle Yuan agrees.
Residents in attendance vote against the motion, with 7 yes votes and 17 no votes.

Celeste Gardner joins the HOA board after unanimous approval from the community.
Gabriel asks for volunteers for grounds and social committees. Michelle Yuan volunteers to join a grounds committee.
